Sorry for answering late. I wanted to read it once more at a different
time to try to understand... Thanks for more explanations.
I now think that I understand it may make sense depending on
the concrete promise attached to the vouchers.
Would it be like this ?
The voucher costs 100 EUR and it expires after one year. After one
year without the voucher holder exercising his or her rights, GD can
keep the 100 EUR and the holder loses all rights.
Within the year the voucher gives the holder right to buy a GTA04
for a second payment of 400 EUR if the next batch is built and it is
not yet sold out at the time of this second payment. If the batch is
not built or it is sold out before the second payment, then it gives
the holder the right to get 100 EUR back (or 500 if the holder
already completed the second payment but I guess this can be
detected before the second payment, it may depend on the payment
method and it is only relevant for "concurrent" buys at low stock
with overlapping payment clearance timespans).
The batch will be made within the year (this period should be
shorter, as already is with the group tour) iff 350 * 500 EUR are
collected through vouchers and the group tour (+ donations ????).
If it is like this I'm not sure it is attractive enough for buyers,
but at least I think it is safe for both buyers and GD. I mean adding
this option may help or not but it may not hurt (and it's cheapish to
implement at least if vouchers are personal and not transferable).

Previously I thought the only option to get the money back would be
when the batch is not built. In that case the problem was when
the batch was built but it was not enough units for all voucher holders
wanting a GTA04. Then it was bad either for voucher holders (if they
lose their money) or for GD (if it had to build more units at higher
cost because of lower volume in the last batch).
But if in this case GD can simply return the money to the last voucher
holders trying to buy GTA04s after stock depletion, then nobody loses
money (except interest or so). And of course it is even better if more
full batches can be achieved. The only way of losing money is sitting
on the voucher for one year and not paying the rest of the GTA04 cost.
This is a risk to the holder but it is clear beforehand and it is
necessary to avoid having GD to keep an stock indefinetely. Buyers
wanting to avoid this risk may pay 500 EUR for the group tour.
The only drawback I see now is that it may be a (small?) incentive for
more people who wouldn't have participated in the group tour to get a
voucher instead of staying out, but it may also be a (small?)
incentive for people who would have participated in the group tour to
don't subscribe and only get a voucher for now. Since you need to get 5
voucher holders to compensate for each subscriber, you really don't
want to demotivate subscribers unless you can really attract lots and
lots of voucher holders.
Maybe it can be activated only if there aren't enough subscribers near
the deadline, as some sort of last resort. But saying so may already
be a deterrent since people may wait until vouchers are announced.
