for me it charges almost always (on 3 different boards and ~5 different batteries) - unless I use a weak USB cable. Some cables only deliver 4.6V and fluctuations may trigger the automatic charger disable if VBUS drops below 4.4V. Then the charger is in a state where USB says "connected" but the charger does not automatically (re-)start (or this protection mechanism would fail). Therefore nobody is triggering charging even if VBUS raises >4.6V again.

Only un- and re-plugging the cable starts another charging sequence.
