Something like:

echo .dump | \
sqlite3 /home/root/Applications/qtopiamail/qtopia_db.sqlite | \
sqlite /home/root/Applications/qtopiamail/qtopia_db.sqlite.new

Should fix such a broken database.
At least it helped me.
