The LEDs can stay on during suspend – that's a feature (e.g. to show an
incoming sms/missing call). If you want them to be off, you have to
power them off (e.g. using FSO and mdbus2) and then do the suspend.

There were also some kernels, which had a touchscreen interrupt – so
touching the screen would wake from suspend. You should make sure this
interrupt is disabled in your kernel.
