QtMoko explicitly sets 0,2.  However I haven't had many calls yet, and I
don't know what I'd expect to observe if some "problem" occurred.  So
unfortunately I can't say if that setting is effective.

I will try 3,2 for a while and see what happens.  (I use data a lot, and
have certainly noticed that it is slower than I'd expect.)  (QtMoko
patch for this is below.)
