[Gta04-owner] Modem is not reset when GTA04 is powered off

Many thanks, Neil and Matthias, "chat" does indeed seem to work, and I
think I now have a reliable boot-up procedure.

Interestingly, after sending the AT_ORESET, it takes about 15 seconds
for the modem to reset and reappear as a device:

So for reliable operation I'm now sleeping for 20 seconds after the
AT_ORESET, before starting connmand and ofonod.
