Only in some configurations (this was a static build for ARM from an Android build tree that I typically use).  The amd64 build for Debian 10 appears to have it enabled, the armv7 for Alpine Linux doesn't.

I should also mention that I've managed to get Weston running on pmOS after massaging the DDK libraries to work with musl - see https://gitlab.com/xc-racer99/pmaports/-/tree/sgx  Other DEs such as phosh (GL_INVALID_ENUM errors) and plasma mobile (doesn't work without xwayland being able to start, which we can't do due to lack of libGL) don't work.
