Ah, that is likely missing! I'll try asap.
Generally the python variants and pip3 I have are installed through MacPorts (I am cross-compiling on macOS). Therefore some tools which should be available on the machine (and not only a single user) need sudo (MacPorts is like apt-get). If I run pip3 without sudo it is user-specific. And some daemons run with different user-id's.
Thanks for the new ideas. I did have it running some years ago but the installation seems to have changed...
