We have it in the DT for a while.

IMHO it is an LDO, i.e. if someone turns off the PLL during suspend
the regulator stays on but the power consumer is off. Then, the
quiescent current of the LDO is in µA range.

But I don't know details.

So if it remains on, we might have found another power consumer during
suspend.
