Yes, it is included in the kernel tree and the kernel makefile takes care
of building dtc and call it.

ARCH=mips make minipc_defconfig uImage dtbs INSTALL_MOD_PATH=${INSTALL_MOD_PATH} modules modules_install
Results will appear in arch/mips/boot/dts
