Apparently TI updated the graphics sdk recently.

There is now just Graphics_SDK_4_08_00_02. It does not work with the 
current kernel.
Running pvrsrvctl --start --no-module turned up an error about version 
mismatch.
[  189.418090] PVR_K: (FAIL) SGXInit: Incompatible driver DDK revision 
(2139099)/device DDK revision (2188537).

Maybe you can host the Graphics SDK package somewhere? I personally am 
specially interested in the hardfloat binaries.
