There are two current ratings listed: "Current at P Max" which I presume
means the current at maximum power output, and "Short Circuit Current".
The latter is the 15mA you mentioned but I don't understand what this
"Short Circuit Current" means? The "Current at P Max" is listed as 29mA
which is twice the current.

Indeed, the use case I'm imagining is where the phone is off to conserve
power and the charging simply becomes a (possibly very useful) added
bonus.
