Looking at the code it does seem to.  It was added in 2.6.13 in
  arch/arm/plat-omap/cpu-omap.c

Then in 3.3 it was moved to drivers/cpufreq/omap-cpufreq.c

The defconfig in 3.2 has CONFIG_CPU_FREQ=y which should be enough.
The 'scaling_available_frequencies' attribute is not a new one, so it does
look like cpufreq isn't enabled for you.

Don't know - maybe it doesn't work in 3.2 :-(
