This is a small hardware difference between the A3 and A4 version. R209
was changed from 100k to 2.2k to keep the display backlight switched off
until the CPU actively switches it on. This is thought to help to bring up the
device with a completely discharged battery since it needs some seconds
after the system starts for the first time until the CPU actively switches on
the charging controller. So it is wise to keep power consumption low
in this time frame (approx. 30 seconds). And the display backlight is a
significant power consumer.

This means the device is waiting for loading the MLO over USB.
Can you try to find out the device enumeration? I.e. lsusb on the laptop.

Well, if Linux isn't booting the device does not charge (we should
find a way to enable charging in U-Boot or even MLO).

Two thought come to my mind:
a) there is one thing that may be different between both units: the contents
of the NAND flash, especially the U-Boot environment. Do you have a RS232
cable? Then, it is much easier to analyse this.
b) some SD/MMC cards may have contact problems and maybe slight
differences in the springs of the SD card reader may make some cards
work and others not work. Please take a look at this.
