I think that's indicating a pretty bad signal, isn't it?  If I read
Wikipedia correctly, it means 10% of full signal strength, and 99% of
all transferred bits have errors.  Can that be right?

I wonder if my GSM aerial might no longer be connecting properly.  Could
that account for such a low signal?
