Yes, that is correct and is a new feature of the GTA04A4 board.

QtMoko, oFono, FSO etc. should take care of it.

Initially it is 0. By writing a 1 the modem is switched on.
Setting to 0, 1, 0 after this will turn the modem in deep sleep.

i.e. each 010 impulse (min. duration 200ms) toggles between
power on and off. The kernel can "count" these impules so I
would suggest a rfkill implementation for the future.

Finding out if the module is powered can be done through
lsusb.

Unfortunately there is no way to force the module off if the
device is powered down through emergency shutoff (>8 sec
power button). There might be a trick that even works in this
case by modifying U-Boot. But that has not been elaborated.

This will be described in the new user's manual that is still
being finalized (after FOSDEM, i.e. next week).
