rfkill.

  rfkill list

will show what is "blocked" or not.  They should be on (not blocked) by
default.

 rfkill block bluetooth

will block any bluetooth device,

 rfkill unblock wifi

will unblock any wifi device.  Other combinations are obvious.
When a device is blocked the power is removed - mostly.

Due to the way the GTA04 is wired you cannot turn off bluetooth while wifi is
active.  So "rfkill block bluetooth" may not turn it off.  But as soon as
wifi becomes inactive it will turn off.

So you shouldn't need to do anything - bluetooth should be "on" by default.
But to be sure you can:

  rfkill unblock all
