I have studies that a little:

German civil code (BGB) says that an unlimited voucher automatically
becomes void at the end of the third year after the voucher was purchased.
I.e. bought 1st Jan 2012 or 31th Dec 2012 means it becomes void on
31th Dec 2015.

But it is possible to define an explicit limitation. But that is not allowed
to be "too short".

So I think 1 year validity is possible.
