[Community] RDS-TMC traffic data

I did a preliminary investigation and it it seems that a single company sells 
traffic data to all of the navigation system providers who then resell it as a 
subscription service:

Garmin sells a special receiver called GTM 10 TMC Traffice Receiver (there are 
newer models now). It sits between your car radio and the antenna, and 
attaches to your Garmin device using a mini-USB cable.   It would be 
interesting to try and get this working with Neo900/OsmAnd (along with a paid 
subscription).
