This raises the question if there is a chipset that can be bought in small quantities and is open and has Linux drivers...
Here appears to be a list of potential manufacturers (I don't know how up-to-date it is):

but to me it appears that there are either ATSC or DVB tuner chips.
So it would need two different variants to serve everybody with mobile TV reception.
Or it needs ATSC + DVB receivers to be useable worldwide.
To me it looks easier to attach the right receiver stick through USB/OTG.
But that is just my 2ct.
